Florence Nakimbugwe Nsubuga, the long-serving Umeme Limited Chief Operating Officer, is leaving the the power distributor for a Country CEO role at Berkeley Energy Uganda Limited, CEO East Africa Magazine, can exclusively reveal.

She assumes the role in February 2024.

Berkeley Energy is a renewable energy and power engineering, construction, and investment company that focuses on developing markets. In Africa, it runs the Africa Renewable Energy Fund (AREF) which invests in small hydro, geothermal, solar, and biomass projects across Sub-Saharan Africa, excluding South Africa. Through Maji Power Limited, a wholly-owned Ugandan subsidiary, Berkeley Energy is invested in the 16 MW Kikagati Hydroelectric Power Project on River Kagera in South Western Uganda and the Achwa 1 Hydroelectric Power Station (41 MW) and Achwa 2 Hydroelectric Power Station (42 MW).

Maji Power Limited is also in advanced plans to construct, generate and sell 9.99 MW and 7.67 MW respectively under Achwa Hydro 3 Limited and Achwa Hydro 4 Limited, from River Achwa in Angagura Sub-County, Pader District.

This magazine understands that Florence has already served her resignation to Umeme Limited and has also resigned from Umeme’s Board. A 22nd November 2023 notice by the Uganda Securities Exchange Limited said that she handed in her resignation on the 16th November 2023 and that she will be taking up a “new career in the sector”

Ms Florence Nsubuga has served as the Chief Operations Officer since 2012 and as an Executive Director of the Company since March 2015.

She describes herself as a “strategic business leader with 20+ years of experience in driving efficient operations and leading cross-functional & multicultural teams across the electricity supply industry in Uganda”.

“My work enables me to be a catalyst of change in society through driving access to electricity for different sectors; education, health, financial services etc. My professional motivation is to see every household have access to clean energy, especially the rural population in Africa and other emerging markets. In addition, seeing more women taking up leadership roles in the Energy Sector,” she further describes herself on her LinkedIn page.

She joined the then government-owned Uganda Electricity Distribution Company Ltd (UEDCL) in 1996 as a Trainee Commercial Officer (1996-1998) and rose to become the District Manager for Wandegeya between 2002 and 2005. When UEDCL’s assets were concessioned to Umeme Limited in 2005, she became the Delivery Controller under Umeme Limited from whence she rose to become the Regional Manager for Kampala East, then Outage Manager and subsequently the Chief Operating Officer in 2012, a role she held till her exit. 

Other than serving not he Umeme Board, she also sits on the boards of Jubilee Life Insurance Company Ltd as well as BRAC Uganda Bank Ltd.

A fervent supporter of women empowerment, Florence is an Advisory Board Member of Project Girls 4 Girls as well as an Advisory Board Member of the Electricity Growth and Use in Developing Countries (e-GUIDE) ) since 2019. e-GUIDE is an out-of-America initiative that seeks to transform the approaches used for planning and operations of electricity infrastructure in developing regions.

She holds a Bachelors of Commerce and Masters of Arts in Economic Policy Planning degrees, both from Makerere University Kampala. She has also completed the Strategic IQ course on Creating Smarter Corporations of the Harvard Business School, as well as the Advanced Management Programme of the IESE Business School and Strathmore Business School.
