The appointment was made by Mr. Tomáš Petříček, the Czech Republic’s Minister of Foreign Affairs on June 23rd, 2020 and ratified by Uganda’s Foreign Affairs Ministry on 4th August 2020.
A consul is an official representative of the government of one state in the territory of another state often to foster the commercial affairs of its citizens in that foreign country and perform such routine functions as issuing visas and renewing passports.
“Whereas our good friend Minister of Foreign Affairs of the Czech Republic, Mr. Tomáš Petříček has by a Commission bearing the date June 23, 2020, appointed Mr. Stephen Mpuuga Kaboyo as Honorary Consul of the Czech Republic in Kampala with consular jurisdiction over the Republic of Uganda.
And we, having approved of this appointment according to the Commission before mentioned, do hereby recognise him as such and declare him free to exercise such functions, power, and privileges as are allowed by the law of the land,” a letter by Hon Sam Kutesa, Uganda’s Foreign Affairs Minister, accepting Mr. Kaboyo’s appointment reads in part.
Who is Stephen Kaboyo?
Mr. Kaboyo is currently, Managing Director at Alpha Capital Partners, an indigenous Ugandan firm focusing on sovereign asset management, foreign exchange trading strategies, and financial markets advisory.

He is also the Chairman, Total Uganda Advisory Board as well as the Chairman, Nile Competitiveness Initiative ( NCI), a Presidential Advisory Group. He also chairs the Sino Uganda Special Economic Zone board ad is also a Non-Executive Director at Uganda Reinsurance Company Limited (Uganda Re).
He is also a Resident Advisor of Loon/ Alphabet, a Google company.
Before joining Alpha Capital Partners, Mr. Kaboyo was the Director of Financial Markets at Bank of Uganda.
He is a US-trained financial markets expert with over 20 years of experience. He is a graduate of McPherson College, McPherson Kansas, and holds a number of certificates from prestigious institutions such as Georgetown Business School, York University Business School, The World Bank Institute, The IMF Institute, Financial Services Authority UK, US Securities and Exchange Commission among others.
He returned to Uganda in 1992 under the World Bank program of returning Ugandan professionals as one of the pioneers of the Capital Markets industry in Uganda. He is as such one of the major people responsible for setting up the initial regulatory structures that eventually gave creation to the Capital Markets Authority.
While at the Bank of Uganda, Mr. Kaboyo was the main architect behind several initiatives for developing financial markets in Uganda.
Mr. Kaboyo is an International Consultant as well, he is on the IMF roaster as an Intermittent Expert and has participated and led many international missions in frontier markets of Sierra Leone, Nigeria, Ghana, Gambia, Lesotho, Rwanda, Malawi and Zambia assisting in developing their financial systems.
