On Friday last week, Rosemary Kisembo was appointed the new Executive Director of the National Identification and Registrations Authority (NIRA).
She takes over from Judy Obitre Gama whose contract expired last year in 2020.
Kisembo has been serving at NIRA as the authority’s Head of IT. She previously served as Head of Department at Uganda National Roads Authority (UNRA) for over 5 years and Uganda Revenue Authority (URA) as the Manager Software Engineering from March 2011 until January 2016.
Kisembo is a Software Engineer, IT Specialist, and IT Project Lead with extensive experience and multi-faceted skills in adopting relevant technologies for business transformation with the goal of productivity, improved service delivery and turnaround time with marked efficiency gains.
She has designed, aligned and executed ICT Strategy developed policies and Standard Operating Procedures for her departments.
She also carried out wide ranging process design, analysis, acquisition of technologies including Enterprise Resource Planning and Project Management tools at UNRA.
During her tenure at URA, she designed and implemented cross-functional integration of VAT, Income Tax, PAYE and Motor Vehicle Registration and Customs Cargo Tracking functions in Uganda Revenue Authority.

Kisembo possesses core competencies in Technical Requirements Specification, System Design, Development and Deployment with rich experience in implementing tax administration information systems, business applications and solutions as well as providing leadership to development and business analysis teams.
She also boasts of extensive experience in software development in Visual Studio.Net Platform and SQL Server back end. Provided management, leadership, oversight and direction for software development teams, system and user acceptance testing teams and business process re-engineering teams. She has carried out research, statistical analysis and domestic tax performance reporting and revenue projection
Rosemary holds a Bachelor of Commerce and a Master’s Degree in Information Systems both attained from Makerere University.
She is also a Certified Secure Software Lifecycle Professional (CSSLP) by the International Information Systems Certification Consortium (ISC2) issued in October 2013. In December 2020 Kisembo was certified by the Project Management Institute as a Project Management Professional.
