The Minister of Gender, Labour, and Social Development Hon  Betty Amongi has appointed a new Board of Directors for the National Social Security Fund (NSSF)  for a 3-year term effective September 01, 2024. 

Dr. David Ogong has been appointed the new Chairperson, replacing Dr Peter Kimbowa whose 3- year tenure elapsed on September 01, 2024.  

The Permanent Secretary and Secretary to the Treasury Ramathan Ggoobi also joins the Board,  replacing Patrick Ocailap.  

Richard Bigirwa also joins as a worker’s representative under the National Organisation of Trade  Unions (NOTU), replacing Lwabayi Mudiba Hassan. 

The Minister also reappointed Aggrey David Kibenge representing the Ministry of Gender, Labour  & Social Development.  

Dr. Eng Silver Mugisha and Annet Mulindwa Nakawunde have also been re-appointed and will  represent employers under the Federation of Uganda Employers (FUE). 

Other appointees are Dr. Sam Lyomoki and Penninah Tukamwesiga representing workers under  the Confederation of Free Trade Unions (COFTU), and Annet Birungi, also representing workers  under the National Organisation of Trade Unions (NOTU). 

Patrick Ayota, the NSSF Managing Director will continue to serve as an executive member of the Board. 

Addressing the new Board at an inauguration ceremony, the Minister of Gender, Labour, and  Social Development challenged them to adhere to corporate governance principles and ensure  the growth and profitability of the Fund. 

“I would like you to pay attention to Section 4 (4) of the NSSF Act, which says that “the Board shall  ensure that there is secure, profitable and effective financial management of the Fund for the  benefit of the workers and the country at large. It is now your responsibility to keep the tradition of  excellence that the Fund has enjoyed over the years, she said. 

Speaking about his appointment, Dr. Ogong pledged to ensure that the track record of exemplary  performance of the Fund over the years is maintained.

“It is a privilege I take seriously. NSSF holds members’ savings in trust and indeed it is a major  obligation to ensure that this trust is kept and maintained. I believe we do that by providing the  necessary oversight that ensures that the Fund keeps members’ funds safe even as it grows,” he  said. 

He added that he will lead with teamwork to ensure that the Fund meets the challenges ahead but  also takes advantage of the immense opportunities. 

“I have had an opportunity to familiarize myself with Vision 2035. Working together with the Board and  Management of the Fund, I commit to ensuring that the long-term strategies of the Fund are  achieved,” he added. 

Managing Director Patrick Ayota welcomed the new appointment and re-appointment of the Board  members.  

“The newly appointed members will bring immense experience, while the re-appointed members  of the Board ensure that there is continuity and a smooth transition from the 12th to the 13th Board,”  Ayota said.

DR. DAVID OGONG – CHAIRPERSON  

Dr. David Ogong has been appointed the new Board Chairman of the National Social Security Fund (NSSF) Uganda effective September 01, 2024. 

Dr.David Ogong is a seasoned senior strategy, planning, and regulatory executive with over 15 years of experience driving growth and expansion in the communications industry and capital markets in Uganda. 

Previously, he served as the Director of Market Supervision at the Capital Markets Authority (CMA). Before joining CMA, he served as Director of Competition & Corporate Affairs / Consumer Affairs and Director of Finance & Information Technology at the Uganda Communications Commission (UCC).

He successfully coordinated the development, implementation, monitoring, and evaluation of the Uganda Communications Commission’s Strategic Plans for 2005-2008 and 2008-2013, and the development of the East African Communications Organization’s (EACO) Strategic Plan and Implementation Framework 2012-2015.

He holds a Global MBA from Oxford Brookes University (UK), an MSc in Accounting & Finance, and BA in Accounting & Finance from London South Bank University (UK).

He is also a fellow of the Association of Chartered Certified Accountants (FCCA), UK and a member of the Institute of Chartered Public Accountants of Uganda (ICPAU), and a Fellow of Association of Chartered Certified Accountants (UK)

He is also a Fellow of the Association of Chartered Certified Accountants (UK) and a member of the Institute of Chartered Public Accountants of Uganda (ICPAU).

RAMATHAN GGOOBI – MEMBER 

Mr. Ramathan Ggobi has been appointed to the Board of the National Social Security Fund (NSSF) Uganda effective September 01, 2024. 

Ramathan is currently the Permanent Secretary/Secretary to the Treasury at the Ministry of Finance, Planning and Economic Development, Uganda. 

Through extensive experience as an economist and policy analyst, he has made significant contributions both nationally and internationally. His career includes roles with prominent organizations such as the International Labour Organisation (ILO), the Overseas Development Institute (ODI), and Financial Sector Deepening Uganda (FSDU).

He also previously served on the Board of Directors of the Uganda Development Corporation (UDC) from 2017 to 2020.

Ramathan holds a Masters Degree in Economic Policy and Planning from Makerere University accompanied by Certificates in Energy Economics from Total Global and Sustainable Development from Columbia University.

Ramathan is currently pursuing a Ph.D. at Walden University in the United States of America(USA). He is committed to improving the implementation of national development projects. 

PATRICK AYOTA – EX OFFICIO

Patrick joined NSSF in July 2011 and is currently the Managing Director. He is also in charge of the Fund’s Strategy Function.

He was previously the Chief Financial Officer, a position he held for 6 years until November 2017. Patrick has been at the forefront of various projects at the Fund, which he steered successfully, including the strategy function’s setup and the rollout of the balance performance scorecard. He was named runner-up at the 2017 National CFO Awards organized by ACCA.

Prior to joining the Fund, he was the Finance Director for Barclays Bank (Uganda). He has extensive experience in accounting and finance management that has been attained in various roles in Uganda and USA.

Patrick is a Certified Public Accountant (CPA). He holds an MBA from the University of South Carolina (USA) and a Bachelor of Science in Finance from Liberty University, Virginia (USA).

AGGREY DAVID KIBENGE – MEMBER 

Mr Aggrey David Kibenge is the Permanent Secretary, Ministry of Gender, Labour and Social Development since 18th September 2010. Previously he was the Under Secretary Finance and Administration at the Ministry of Education and Sports. He also served as the Under Secretary Finance and Administration, OPM in 2016. 

He was the Under Secretary Finance and Administration, Ministry of Tourism, Wildlife and Antiquities in 2012 from serving as the Principal Assistant Secretary in 2010.

Mr. Kibenge was also the Senior Assistant Secretary, Ministry of Education and Sports in 1999 and Assistant Secretary, Ministry of Education and Sports in 1993.

He has held other roles in different capacities. He has previously served as the Chair to the Task Force to formulate the Education Response Plan for Refugees and Host Communities in Uganda. 

He was also the Chairperson of the Steering Committee for implementation of the Strengthening Education Systems for Improved Learning Outcomes (SESIL) project funded by DFID, Member of Civil Service College, and Uganda Management Team (representing OPM) and Facilitator in the Change Management and Leadership Development Programme.

He holds a Master’s degree in Public Administration and Management from Makerere University, a Bachelor’s Degree in Education and a Diploma in Education.

PENINNAH TUKAMWESIGA – MEMBER 

Ms. Tukamwesiga is the Head of Legal Aid at the Central Organisation of Free Trade Unions (COFTU) and is a lawyer and advocate of the High Court of Uganda.

She has previously worked as a panel member at industrial court, executive committee member of Uganda Parastatal, Statutory Authorities and Judiciary Workers’ Union.

She has also served as an advocate and legal consultant for several law firms and companies and she’s currently also a partner at Jojoma Advocates.

Peninnah holds a Master’s in Law from Makerere University (Uganda), a Post Graduate Diploma in Legal Practice from Law Development Centre and a Bachelor of Law from Uganda Christian University.

DR SAM LYOMOKI – MEMBER 

Dr. Sam Lyomoki is the Secretary General of the Central Organisation of Free Trade Unions(COFTU). He also serves as the Chairman Board of Directors of Hosanna Uganda, Workers Ministries and Lodoi Development Fund. He is also a Facilitator in the Executive Leadership Programme of the Institute of National Transformation (INT).

Previously, he served in the Parliament of Uganda as Member of Parliament for Workers for the last twenty five years where he chaired several Committees of Parliament. Dr. Lyomoki has also worked as a Medical Officer previously, in various health facilities in Uganda and internationally including Mulago National Referral Hospital, Butabika Hospital (Ministry of Health) and Kisekka Foundation Hospital.

He has held other roles in different capacities. He has served as an expert in various Tripartite Technical Panels and committees of the International Labour Organisation (ILO) and the international labour movement and represented the workers locally and internationally in several high profile engagements like the United Nations General Assembly (UNGASS) and International Labour Organisation (ILO). 

He was previously a panelist at the Industrial Court of Uganda, a member of the Labour Advisory Board and the General Secretary of the Uganda Medical Workers Union. He also served as the Chairperson of the Steering Committee for the Presidential Initiative on Markets and Small Operators.

Sam holds a Bachelor’s Degree in Medicine and Surgery from Makerere University, a Master’s Degree in Business Administration from the University of Nairobi, a Masters of Science in Community Health from Innsbruck, University of Austria and a Masters of Public Administration and Management. 

He is also a graduate and an alumni of the OakSeed Executive Leadership of the Institute of National Transformation (INT), USA; the Sundoulos African Leaders’ Training (SALT) and Development Associates International (USA); the Eastern and Southern African Management Institute (ESAMI); and the World Bank Institute, Global Development Learning Network Centre and Uganda Management Institute. In addition he has also had various Executive Trainings in Leadership, Corporate governance, accounting, labour markets, social security, financial analysis, Human Resource Management and workers education.

ANNET BIRUNGI – MEMBER 

Ms. Birungi is the National Treasurer of Uganda Nurses and Midwives Union (UNMU) and the Secretary for Gender and Women Affairs at the National Organisation of Trade Unions (NOTU).

She is a professional nurse who has served the nursing fraternity for a period of over eighteen years. She has previously worked as a nurse at district local government level, later joining Mulago National Referral Hospital. At Mulago, she rose up the ranks serving in various managerial positions including nursing in-charge of nuclear medicine and surgical outpatients departments.

She has also previously served as Secretary of the NOTU Youth Executive Board, member of the East African Trade Union Confederation (EATUC) and member of the International Council of Nurses. Annet is the founding Board Chairperson of Uganda Trade Unionists Multipurpose Co-operative Society Limited.,

Annet holds a Master’s Degree and Post Graduate Diploma in Hospital and Health Care Management from Uganda Management Institute, a Bachelor of Science Degree in Nursing Science from International Health Science University, a Certificate in Registered Nursing from Mulago School of Nursing and Midwifery and a Certificate in Enrolled Nursing from Kabale Nurses Training School.

MR. RICHARD BIGIRWA – MEMBER  

Mr. Richard Bigirwa has been appointed the new Board Chairman of the National Social Security Fund (NSSF) Uganda effective September 01, 2024. 

Richard Bigirwa is the Secretary General of the National Organization of Trade Unions (NOTU) where he has demonstrated vast expertise in developing and implementing organizational strategy. 

He boasts of over 20 years of experience in governance, labor rights, and financial management. He is passionate about strategic leadership, risk management, and stakeholder engagement.

He is a member of the National Governing Council of the African Peer Review Mechanism (APRM/AU) and Union Network International (Uni Global).

Richard’s dedication to leadership is evident in his pursuit of multiple certifications in board strategic leadership and Corporate Governance. 

Richard has been re-appointed having also previously served on the board of NSSF.  He also served as a board member at the Development Finance Company of Uganda Bank Limited (DFCU). 

ANNET MULINDWA NAKAWUNDE   – MEMBER

Mrs. Mulindwa holds a Master’s in Business Administration majoring in Finance, a postgraduate diploma in Financial management, and an honors degree in BA (Arts). 

She has also attended a number of trainings including the Advanced Leadership training in Wharton Business School, University of Pennsylvania in USA, Coaching Program for Mission, Leadership, and Performance by Creative Metier, Oxford, England, Women in leadership by Women’s World Banking Center for Microfinance Leadership, New York where she got the Financial Woman’s Association’s Women in Leadership Award for 2008, Balance scorecard training and Basic banking by Institute of Bankers.

She is passionate about women and youth empowerment, as well as ensuring best practice in banking and microfinance and creating value for customers. She is result oriented and an excellent team player with strong leadership qualities.

DR. ENG. SILVER MUGISHA- MEMBER

Dr Eng. Silver Mugisha represents Employers on the NSSF Board, under the Federation of Uganda Employers (FUE). He is the Managing Director of National Water and Sewerage Corporation (NWSC), Uganda – a public utility that is 100% owned by the Government of Uganda.

Since his appointment in 2013, Dr Eng. Silver Mugisha has led the cooperation with passion inculcating strong work ethics, high level professionalism, fostering a positive service culture, and a united leadership approach that has enabled the corporation to achieve high organization performance and international recognition. 

At the time of his appointment the corporation was at crossroads with the good historical performance record and the increasing demand of service. Under his strategic leadership in the NWSC changed the Corporation’s strategic focus and launched the first ever Five-Year Strategic Direction (2013 2018 rolled over to 2018-2021), that provides the corporation’s outlook and key strategic interventions taking into account the wider stakeholder expectations, policy directions and competitive environment.

Dr Mugisha holds a PhD in Engineering and Economics of Makerere University, Uganda. His PhD research which was carried out in collaboration with PURC of the University of Florida, USA focused on areas of performance monitoring, incentive design and productivity analysis. He was previously a Chief Manager in charge of Institutional Development and External Services at the National Water and Sewerage Corporation (NWSC).

Dr Mugisha has been with the NWSC since 1994 and has risen through the ranks of the Corporation. He has worked on external consultancies in various organizations in Uganda, Kenya, Tanzania, Gambia, Nigeria, Ethiopia, Rwanda, India, and Trinidad, and Tobago among others. He has been a Board Member of the International Water Association (IWA) and Sense Research School of the Netherlands.

NWSC Geographical Coverage has extended from 23 towns in 2013 to 258 towns in 2021. The number of people served has increased from 10.6 million in 2013 to 15.7 million in 2020. Service coverage: 80% in homes and municipal boundaries I’m 73% in rural areas served by NWCS.
