KCCA ordered to pay UGX13.7 bn to billboard companies; judge says fees were illegally levied

The National Outdoor Advertising Contractors Association Ltd accused KCCA of acting outside its powers and going ahead to levy, charge and collect outdoor advertising rates without an enabling legislation.
