Collin Babirukamu joins NITA-U as Director, E-Government Services

Collin Babirukamu, the new director e-government services NITA-U

The National Information Technology Authority (NITA-U) has appointed Collin Babirukamu as its new Director E-government Services. He assumes office in January 2021.

The National Information Technology Authority-Uganda (NITA-U) is an autonomous statutory body established under the NITA-U Act 2009, to coordinate and regulate Information Technology services in Uganda. NITA-U is under the general supervision of the Ministry of ICT and National Guidance.

In his new role, Babirukamu will be responsible for coordination and providing leadership in planning, implementing, coordinating, overseeing and promoting e-Government initiatives in order to make government services available online to citizens, businesses and the public.

A Computer Scientist by training, Mr. Babirukamu has over 7 years of senior management experience, most of it gained from the National Social Security Fund (NSSF) and Oracle Corporation East Africa.

Career background

Until his appointment at NITA-U, Babirukamu has been the Cloud Territory Leader at Oracle Corporation East Africa, a position he held from August 2018, where he led a series of transformation projects and business growth.

These, include: supporting the digital transformation agenda for Oracle customers in Uganda namely: NIRA, NITA, the Electoral Commission, Uganda Revenue Authority, National Social Security Fund, Ministry of Finance, Planning & Economic Development, Bank of Uganda, Civil Aviation Authority, Parliament and Makerere University among others.

Before that, from September 2017 to August 2018, Babirukamu served as acting Director Public Sector East Africa Uganda, Tanzania & Ethiopia at Oracle Corporation where he was in charge of Project management and co-ordination of key Oracle projects in the East African region. He also previously worked as the Territory Manager Uganda for Oracle Corporation East Africa between March 2015 and Sept 2017.

Before Oracle, he was the Chief Information Officer (CIO) and Head of IT at NSSF – Uganda, a position he held from July 2010 to February 2015. At NSSF, he was the strategic leader and head of the I.T department (25 staff), member of the Contracts/Procurement Committee for 6 years overseeing acquisition of IT projects, Real Estate and operational assets and the IT strategic advisor to the Executive Committee and the Board.

Before becoming the NSSF CIO and Head of IT, Mr. Babirukamu, was from November 2007 to July 2010, the Deputy Chief Information Officer (Deputy CIO) at the Fund.

Babirukamu started his career as a Microsoft Trainer /Network Engineer Cyber Networks Ltd (Microsoft Prometric Center) from September 1999 to Jul 2000 before moving on to LANTech Uganda as a Pre-sales / Systems Engineer from August 2000 – August 2001, and a Systems Integration Manager from August 2001 to March 2003.

From March 2003 to October 2007, he was the I.T Consultant – Integrated Financial Management System (IFMS) Infrastructure Design, Microsoft & Networks at the Ministry of Finance, Planning & Economic Development / World Bank /IFMS.

He is also a Board Member / ICT Committee Chairperson/HR Committee Member at FINCA Uganda, a position he has held from June 2019.

Education

Babirukamu holds a Bachelor’s of Computer Science (BCS) from Mbarara University of Science & Technology and a Master’s in Leadership Development in ICT & the Knowledge Society from the University of Mauritius.

He also possesses a Post Graduate Diploma in Business Administration from the University of Leicester (UK) and another Post Graduate Diploma in ICT & Knowledge Society from Dublin City University (Ireland), amongst many other qualifications.
